
Shelley Franz, MBA, BSN, FN-CSA, is the Southern Regional Nurse Manager at the University Correctional Health Care (UCHC) Program at Rutgers for the NJ Department of Corrections (DOC). In her position she has the responsibility for the effective and efficient delivery of nursing care within the five southern DOC Facilities. She coordinates, directs, organizes and evaluates inmates’ care, human resources, clinical management and budget control of assigned health care units. Before joining UCHC Shelley worked many years at the Rutgers University Child Health Program (CHU) out of Camden City and Salem County as Health Care Case Nurse Manager for children in the care of the NJ division of Child & Protective Services. She is an active member of several charity organizations and is very excited to announce the founding of a new charity organization that will launch November 2025 named the Mt. Royal Loyalist whose mission is to serve the local community though acts of service, fundraising and Dragon Boat Racing. Shelley earned her bachelor’s in nursing at Immaculata University in Whiteland Twp, Pa. Her Master of Business Administration in Healthcare Management was earned at Western Governors University, Salt Lake City, Utah.
